Quality Guarantee
1- Introduction:
Quality assurance means inspecting and reviewing project processes and products to ensure that they comply with appropriate standards and procedures. The purpose of quality assurance measures is to work with the project team to achieve acceptable quality. For this purpose, quality groups present the results of inspections and examinations in the form of periodic and case reports to project managers and the employer. In order to guarantee the quality of engineering services from ISO 9001,14001, 18001 standards or guarantees of the relevant company in the tender documents along with the necessary controls and reports to advance the project.
Control System and Quality Assurance of Services:
Since the high quality of engineering services is one of the main goals of Abadgaran Arseyeh Khak Kurdistan Consulting Engineers Company, the company is trying to achieve this by establishing a quality control guarantee system. For example, with continuous and specialized training of the company's personnel, it tries to improve the capabilities of active individuals in projects. In addition to the abovementioned items, employing trained experts to perform surveying services has resulted in the ancillary services of most projects be completed in a short time and with appropriate quality.
Quality Assurance (QA):

Regular and periodic evaluation of the overall performance of the project to ensure that the project will meet the defined quality requirements, includes the quality assurance process outlined in the company's horizons. By implementing quality guarantee, we can ensure that the defined processes in the quality management plan are running properly. At the same time, quality assurance inputs are achieved from two sources: quality control and quality planning, and its output is considered as a basis for improving and changing the project management system. However, in the field of quality assurance process, the International Organization for Standardization (ISO) has also established a series of ISO 9001 standards. The staff of this consulting engineering tries to improve and update their knowledge in the field of quality assurance and quality control by participating in ISO training courses and encouraging the company's management.
Quality Control (QC):
Monitoring the results of the project and determining whether the results meet the pre-determined quality requirements or not, identifying solutions to prevent poor performance is part of the company's policy in project supervising studies. Quality control along with processes such as cost control, change control, scheduling control is one of the processes of comprehensive change control and performance reporting.
In fact, quality control at operational levels evaluates the results of defined activities against the set criteria and target values. For quality control, various tools are used such as inspection, control charts, process analysis, and it should be noted that the output of quality control is to take measures to improve quality and increase the efficiency and effectiveness of the project.
(Quality assurance activities are considered as one of the project management activities, so that by performing these activities, the quality assurance group cooperates in planning and supervising project standards, and as an independent group, inspect the method of performing activities and ensure that they are performed correctly)
Quality assurance activities are performed based on a specific methodology. In this methodology, it is necessary to provide methods, processes, scope of activities, interaction protocols between project stakeholders in relation to quality assurance, and specific methods and tools for performing quality assurance activities.
The quality assurance methodology of Abadgaran Arseyeh Khak Kurdistan Consulting Engineers Company, aims to meet the above objectives. In this methodology, a set of required activities to perform specific quality assurance and tools for performing these activities are introduced. It also describes how to use these tools to perform quality assurance activities. This methodology includes all the activities of quality groups and the activities of quality groups are described separately in following sections.
The quality assurance methodology is based on the experiences gained from various quality assurance and supervision projects performed in this company. Supervision and quality assurance projects that have been done and are being done in the consultant are as follows:
Quality Assurance in Supervising the Construction of 2200 Units of Sanandaj Baharan Housing Project - Housing and Urban Development Organization of Kurdistan Province.
Supervising of 220 units project for tax employees of Sanandaj
Designing and supervising of Noor cultural and educational complexes in Sanandaj, Qorveh, Kamyaran, Bijar- Islamic Advertisements Organization of Kurdistan Province.
2- Quality Assurance Methodology:
The present documentation is a set in which the project quality assurance methodology is fully described and the set of activities, tools, scope of each quality group activities in different projects and the method of quality assurance are determined based on this methodology.
According to this methodology, quality assurance is considered as a purposeful process. A general plan and a specific schedule must be presented for its activities. For this purpose, the activity of documenting the general plan of quality assurance as the first activity of the set of activities of the quality assurance group, documenting the plan of quality control as the first activity of the set of activities of the quality control group and the plan of supervising as the first activity of the set of activities are considered. Quality assurance and monitoring plans contain all the information in which the views of the relevant groups are documented in relation to their responsibilities to ensure the quality of the project. In these plans, it is determined according to the characteristics of the project, the products of the project and what processes should be examined in detail. The set of activities required to perform quality assurance processes are then identified based on the project schedule, the specified activities to ensure the quality of the project are scheduled.
These plans specify what range of activities, processes and products in the project will be supervised by the quality assurance team. It also specifies to whom the quality assurance reports will be delivered. This information is determined based on the organizational chart in the organization and the project and the tasks assigned to the quality assurance group based on the project.
One of the responsibilities of quality assurance is to review and review the processes and products of the project. Therefore, it is necessary to specify in the quality assurance methodology the methods and tools used in the review and review activities. In the guarantee methodology, the tools used in reviewing are checklists that are prepared for each of the processes and products.
In a quality assurance methodology, it is also necessary to determine the method of inspection and how the products work based on the inspection.
3- Quality Groups Organizational Position and
4- Quality Control Group:
Quality control group is one of the groups of the project implementation team to provide control services to the project manager. Quality control is responsible for planning in order to perform project control activities. Inspection, supervision, testing of products are among the activities of the quality control group. For this purpose, it is necessary to document all control activities performed in the quality control group and prepare specific reports.
Adjusting the quality control plan, preparing product review checklists and the process of performing and reviewing the product and completing the checklist and preparing product evaluation reports based on the checklist results, controlling the documentation of each activity in the project, preparing regular reports of project activities, performing product testing and reporting, controlling acceptability without any of the obtained results and placing it within the acceptable range of project requirements, preparing project status reports for the project manager is one of the tasks of the quality control group. Thus, the quality control group is obliged to fully implement all activities of the quality control plan at the project level.
5- Quality Assurance Group:
The quality assurance group is one of the groups of the project implementation team to provide control and supervising services to the project manager. Exercises its control activities to a higher level than the control activities of the quality group. At the beginning of the project, the quality assurance team needs to determine what the minimum quality level is for each of the project deliverables. (The percentage to be accepted should be determined by the quality assurance group) Thus, determining the scope of each of the functional and non-functional needs in the project is the responsibility of the quality assurance group.
Quality assurance examines and controls the stages of work and project processes. Methods to plan, implement and control the project team will be reviewed by the quality assurance team. Also, the quality assurance group checks the accuracy of the evaluation by the quality control group on a case-by-case basis after submitting the relevant deliverable documents.
In these reports, the status of the project, issues and problems and, if necessary, proposed quality assurance solutions are presented. Based on the results, reports on the status of the project are prepared by the quality assurance team and submitted to the project manager.
6- Quality Assurance Activities:
This section identifies the set of activities that take place during the quality assurance process. These activities can include the following sections:
- Planning quality assurance designs, quality control and supervising
- Reviewing project products
- Reviewing the project implementation process
- Measuring and evaluating the results
Based on the documents that is considered as the input of each step, the activities begin. In each project, based on each of the activities of the quality assurance process, a subset of activities is determined that control different versions of the products or products of each stage of the project.
